Abraão Gourgel.: “Angola está a criar condições para um desenvolvimento bem sucedido” - Ministro da Economia

Angola tem assegurado os pressupostos para um desenvolvimento bem sucedido, consubstanciados na estabilidade macroeconómica, disse recentemente em Luanda o ministro da Economia, Abraão Gourgel.

Para o ministro, que falava na abertura do Fórum de Negócios Rússia-Angola, a estabilidade macroeconómica e financeira foi obtida com a disciplina orçamental e o aumento das receitas públicas, facto que permite ao governo executar o Orçamento Geral do Estado com saldos globais positivos e total controlo da trajectória da dívida pública, agora inferior a 30% do PIB.
Afirmou que a disciplina fiscal, associada a uma política monetária de estabilidade, permitiu também, através do controlo da procura global, reduzir a inflação anual de forma consistente, desde 2002 (quando ainda era superior a 100%), para menos de 10% em 2012, sem sacrifício do crescimento, visto que sempre ficou salvaguardada a liquidez necessária as transacções na economia real.

Segundo Abraão Gourgel, com a superação das dificuldades decorrentes da crise mundial de 2008, foi possível voltar a assegurar a estabilidade cambial, sendo que a taxa de câmbio da moeda nacional em relação ao dólar tem-se mantido abaixo de 100 kwanzas desde 2010, antes dos efeitos da crise.

Disse que com a eclosão da crise financeira em 2008 e suas consequências para o comércio e as finanças internacionais, o crescimento abrandou para níveis próximos de 3%, entre 2009-2011, mas aumentou para 6,8% em 2012.

“Este ano gostaríamos de crescer a níveis superiores aos do ano transacto, dependendo do desempenho do sector petrolífero, visto que o sector não-petrolífero deverá apresentar um crescimento superior a 9 %”, frisou.

O ministro disse ainda ter sido possível recuperar o nível das reservas internacionais líquidas, que subiram 12 mil milhões de dólares ao final de 2009, no auge da crise mundial, para mais de 35 mil milhões de dólares, actualmente, montante que representa mais de 8 meses de importações e cerca de 30% do PIB.

De acordo com o ministro, os resultados da gestão bem sucedida da macroeconomia angolana, nomeadamente na superação dos impactos da crise mundial, foram publicamente reconhecidos pelas organizações internacionais, especialmente o FMI, após o cumprimento integral do acordo de “stand-by”, iniciado em Novembro de 2009 e encerrado em Março de 2012.

“Este reconhecimento também foi feito pelo Banco Mundial e pelas três principais agências de notação de risco, que atribuíram a Angola a notação de B”, disse.

Destacou o maior dinamismo do sector da agricultura, indústria, cujas taxas de crescimento em 2011 foram de 11,4%, 4%, e 12,3% respectivamente, “resultados que são fruto da estratégia de diversificação da estrutura produtiva no sentido da libertação da dependência ao sector petrolífero.

Por último, o ministro salientou que entre 2002, final da guerra civil, e 2008 a média de crescimento do PIB de Angola foi de 17% ao ano.

Beijing: No excuse for strikes in Syria

As the United States and its Western allies have made it clear they believe the Syrian government used chemical weapons on the outskirts of Damascus, there is growing speculation that the US might soon launch military action against Syria.

However, without a solid legal basis, any military intervention into Syria would have dire consequences for regional security and violate the norms governing international relations.
By putting the blame on the government before the UN chemical weapons inspectors complete their independent investigations and reach an authentic and credible conclusion, they are acting as judge, jury and executioner. Military strikes by foreign powers will only exacerbate the crisis and could have unforeseen and unwelcome consequences.

Even those who are no fans of the Bashar al-Assad regime must question why the regime would use chemical weapons as government forces have just won the upper hand in the fight against the opposition, and it is clear such a move would be tantamount to suicide.
The international community should exercise patience instead of allowing itself to be led by the nose by US intelligence, which after all was responsible for claiming Saddam Hussein had weapons of mass destruction.

Military action without a UN mandate will further aggravate the situation in Syria and do a disservice to regional peace and stability. Turning Syria into another Libya or even Iraq is the last thing most people around the world want to see.

Ten years ago, the US and its allies sidestepped the UN and orchestrated a forceful regime change in Iraq with the pretext the regime possessed weapons of mass destruction, this should not be allowed to happen again.

Since the Syria crisis erupted two years ago, the US-led West has been maneuvering for a regime change in the country, by hook or by crook. It seems they have a growing interest in implementing the Kosovo model right now.

The maneuvering of Western countries has not only fueled the violence in Syria, it has also sowed the seeds of discord among members of the international community and added to the difficulties confronting those who are making efforts to defuse the crisis peacefully.

Before the crisis takes a turn from bad to worse, it is high time the US learned from its past mistakes and reins in its wild ideas of military intervention in yet another country.
